Gustine City Council charts a brighter path with strategic planning workshop

The Gustine City Council convened Tuesday evening for a special meeting to finalize its second Strategic Planning Workshop, continuing discussions from Dec. 3, 2024. The workshop aimed to set a clear direction for the city’s growth and sustainability, with council members, city staff, and department heads collaborating to establish priorities and a shared vision for the next three to five years.

 

Facilitated by Gabriel Gonzalez from G2 Advisory Group, the workshop focused on identifying challenges, creating strategic goals, and ensuring the city’s future is brighter and more prosperous.

 

“This process is about prioritizing and setting clear goals for Gustine’s future, so we can align resources, meet community expectations, and foster long-term success,” Gonzalez said.

 

Recapping December’s Workshop

 

The December workshop laid the foundation by identifying challenges such as aging infrastructure, limited foot traffic downtown, vacant properties, and a lack of medical facilities. Despite these obstacles, the council expressed a commitment to preserving Gustine’s charm while fostering economic and community development.

 

“Gustine’s community pride and character are strengths we must build upon,” Gonzalez said during his recap. “But we need to address infrastructure, vacant properties, and economic opportunities to support sustainable growth.”

 

Council members envisioned a future where Gustine is clean, welcoming, and vibrant, with well-maintained parks, improved roads, and a bustling downtown.

 

Pressing Challenges and Priorities

 

Tuesday’s session began by revisiting December’s findings and focusing on external and internal challenges, including:

External Factors: State housing mandates, economic downturns, unemployment, and public safety.

Organizational Challenges: Staff retention, training, and operational capacity.

Policy Challenges: Economic development, infrastructure modernization, and community engagement.

 

“These are the challenges we face every day,” City Manager Soknirorn Than said. “But with strategic planning, we can shift from being reactive to proactive, ensuring long-term success.”

 

Public Works Director Gary Ingram emphasized infrastructure as a critical priority: “Infrastructure is the backbone of economic development. If we want to attract businesses, we need to ensure they have access to reliable water, power, and internet while replacing aging systems.”

 

Recreation Director Tiffany Vitorino stressed the importance of revitalizing downtown and engaging the community: “We need to incentivize property owners to address vacant buildings and create spaces that attract businesses and residents alike.”

 

Interactive Workshop: Setting Goals

 

The heart of the meeting was an interactive workshop where participants broke into three groups to develop SMART goals—Specific, Measurable, Achievable, Relevant, and Time-bound. Each group prioritized three goals, culminating in six overarching priorities.

 

Group Highlights

Group 1:

Led by Recreation Director Tiffany Vitorino, this group focused on:

• Strengthening police engagement with youth to enhance public safety.

• Incentivizing property owners to address downtown vacancies.

• Maintaining financial stability through diversified revenue streams and cost recovery.

 

“We need to invest in our youth and create a safer, more engaged community while stabilizing our finances,” Vitorino said.

 

Group 2: Public Works Director Gary Ingram highlighted his group’s focus on:

• Modernizing infrastructure through preventative maintenance.

• Aligning infrastructure improvements with economic development.

• Bridging the gap between property owners and potential business partners to revitalize downtown.

 

“It’s about making processes easier and creating connections that encourage growth,” Ingram said.

Group 3: Jenifer Morrison Finance Director shared her group’s emphasis on:

• Creating a vibrant downtown with walkability and curb appeal.

• Fostering job and housing opportunities.

• Strengthening community pride and engagement.

“A vibrant downtown isn’t just about businesses—it’s about building a community people want to be part of,” Morrison said.

 

Defining Gustine’s Six Strategic Goals

 

The workshop concluded with the identification of six key strategic goals:

1. Public Safety: Strengthen community safety and engagement.

2. Economic Development: Revitalize downtown, attract new businesses, and create jobs.

3. Financial Stability: Diversify revenue streams and maintain budget discipline.

4. Infrastructure Modernization: Upgrade aging systems and improve accessibility for future growth.

5. Staff Development: Recruit, retain, and train employees to meet service demands.

6. Community Growth Planning: Strategize smart growth while preserving Gustine’s charm and identity.

“These goals represent a multi-year effort, but they’re achievable if we align resources and stay committed,” Than said. “This is about creating a roadmap for Gustine’s future.”

 

Looking Ahead: From Vision to Action

 

The next steps include finalizing the strategic plan document, developing an implementation action plan, and aligning the plan with budget priorities. Quarterly updates will ensure transparency and accountability.

 

Council Member Rich Ford reflected on the collaborative process:

“All three groups brought great ideas to the table. By focusing on economic development and downtown revitalization, we can create a better future for Gustine.”

 

Mayor Pat Nagy praised the teamwork and staff involvement, saying:

“The collaboration tonight was exceptional. Hearing directly from staff—the people on the frontlines—has been invaluable. Their insights can help guide us toward achieving our vision for Gustine.”

 

Gonzalez concluded with advice for sustaining momentum:

“Stay flexible. A strategic plan isn’t rigid—it’s adaptable to unforeseen challenges and opportunities. With these goals, Gustine has a clear path forward, but it will take commitment and collaboration to bring them to life.”

This workshop underscored Gustine’s commitment to thoughtful, inclusive planning that benefits all residents. By addressing current challenges and setting ambitious yet achievable goals, the city is paving the way for a future that honors its rich history while embracing new opportunities.
