In a move to address the city's wastewater system needs, the Newman City Council has approved a resolution authorizing the city manager to enter into an agreement with Hansford Economic Consulting (HEC) to conduct a comprehensive wastewater rate study.

The initiative, expected to cost $32,275, will be funded by the city's wastewater fund over the current and upcoming fiscal year.

The decision to adopt the resolution comes as part of Newman's commitment to maintaining a sustainable and financially sound wastewater system. The city has contracted with HEC in the past, including the most recent study in 2017, with favorable results. "Conducting a wastewater rate study is a critical step in predicting future costs and ensuring that our wastewater operations remain efficient and effective," city officials stated.

The study will evaluate operational costs, capital improvement programs, and projected growth over the next several years. It will also consider the financial impacts of an upcoming major wastewater improvement and expansion project. In line with Proposition 218, the study will determine the necessary rates to support these activities while complying with regulatory guidelines.

Hansford Economic Consulting, recognized for its expertise in water and wastewater studies, is well-acquainted with Newman's operations. The completed study, anticipated by September 2025, aims to set rates that will sustain the city's infrastructure without burdening residents or the General Fund.

City officials emphasize that maintaining a well-funded wastewater system ensures reliable service for residents, businesses, and industrial customers while providing emergency reserves for unexpected expenses.
